Joe entered the health care arena in 1985 with the Johnson and Johnson Family of Companies in New Jersey. Joe furthered his Human Resources experience in J&J's hospital business, their pharmaceutical business and their pharmaceutical research business, holding roles of Sr. Personnel Administrator, Manager of Employment and EEO and Director of Human Resources, respectively.
In 1993, Joe moved to the payer side of health care when he joined Aetna Health Plans as Vice President of Human Resources in their Specialty Products Business. While there, Joe had responsibility for developing and integrating national systems and programs to support the delivery of managed care services. Within a 14 month period, Joe was promoted to Vice President Human Resources for the Health Business where he implemented large scale change processes to support operations and sales of benefits services products nation-wide. As Aetna Health Plans merged with US Healthcare, Joe was promoted to Vice President, Human Resources Aetna/US Healthcare where he co-led the consolidation and integration of human resources initiatives and services between the two organizations.
Joe is currently the System Vice President, Chief Organizational Development Officer of St. Vincent Health. The senior management team at St. Vincent recruited Joe in April of 1997 to design a more strategic Human Resources function and develop state-of-the-art systems and workforce processes to further strengthen the capability of both the work infrastructure and the workforce at St. Vincent. Under Joe's consultative leadership and direction, every major workforce system has been re-designed and implemented at the root level of the organization to include pay for performance systems, retirement pay systems, competency based selection systems, workforce technology enabling and data management systems, health and welfare benefits cost control systems, leadership formation and development systems, on-boarding systems, two-way communication systems, and flexible base pay and incentive systems. In addition, Joe has been instrumental in designing management and leadership change frameworks that have influenced the structural design and facility integration of St. Vincent Health.
A native of Baltimore, Maryland, Joe completed his undergraduate education at Cornell University and graduated with a Bachelor of Science degree in Developmental Psychology. He also completed his graduate education at San Francisco State University with a Master of Science Degree in Psychotherapy.
